Maj. Gen. Robert E. Duignan
Maj. Gen. Robert E. Duignan is Commander, 4th Air Force, Air Force Reserve Command, March Air Reserve Base, California. The 4th Air Force has command supervision of the Reserve's long-range airlift and air refueling units located throughout the continental United States, Hawaii and Guam. Gen. Duignan entered the U.S. Air Force in 1973 as a graduate of the University of Washington ROTC program, earning a Bachelor of Arts degree in business. He has commanded a group and wing, and prior to assuming his current position, served as Director of Plans and Programs at Headquarters AFRC. He is a command pilot with more than 5,000 flying hours. Gen. Duignan is an air reserve technician, a full-time federal civil service employee serving in a selected position within a military unit. He was appointed to the Senior Executive Service in 2002.

Maj. Gen. William L. Enyart
Maj. Gen. William L. Enyart is the 37th Adjutant General of the State of Illinois. He is the Governor's principal advisor on military matters. As the Adjutant General, Gen. Enyart directs the Illinois Department of Military Affairs, and he is the senior officer in the Chain-of-Command for both the Illinois Army and Air National Guard. He is responsible for the daily operations of the Illinois National Guard and oversees its 13,500 men and women in uniform and for the 300 civilian employees in the Department. As the head of the Department, he works closely with the leadership of the National Guard Bureau and the Departments of the Army and Air Force in Washington, DC. Gen. Enyart holds a law degree from Southern Illinois University and a Master of Strategic Studies from the U.S. Army War College, and served on active duty in the United States Air Force.

John D. Winkler
John D. Winkler was assigned as Principal Deputy Assistant Secretary of Defense for Reserve Affairs in 2007. He serves as the principal staff adviser and assistant to the Assistant Secretary of Defense (Reserve Affairs). He has also served as an adviser on Manpower and Personnel, covering issues including Reserve component manpower requirements and utilization, personnel programs and management, the official Reserve component personnel database and system, Reserve medical readiness and programs, and development of legislation affecting Guard and Reserve manpower, personnel and compensation. Dr. Winkler was previously a Senior Behavioral Scientist at RAND and Associate Director of the Manpower and Training Program at the RAND Arroyo Center, where he managed and directed studies addressing personnel management, readiness and resources, individual and unit training, and the Army Reserve Components. Dr. Winkler has a Ph.D. in Social Psychology from Harvard University and a B.A. (with honors) in Psychology and Anthropology from the University of Pennsylvania.
